[Taipei, May 6, 2026] APMIC, a leading brand of enterprise-developed AI solutions, announced today (6) that its Traditional Chinese language model, ACE-1, participated in the language model evaluation of the AI Product and System Evaluation Center (AIEC) of the Ministry of Digital Development and performed outstandingly in the latest evaluation results of open-source language models from home and abroad. ACE-1 achieved a perfect score in the "Taiwanese Values" indicator, ranking first among all domestic and foreign models, and its overall evaluation ranked among the top five globally. APMIC is also the first Taiwanese company to voluntarily agree to publish the complete test results, demonstrating a high commitment to the transparency and verifiability of its models, and promoting Taiwan's AI development to a new stage of "localization capabilities" and "trustworthy governance".
APMIC Founder and CEO Po-Han Wu stated, "AI's capabilities lie not only in model size, but more importantly in its ability to truly understand the local context. This evaluation demonstrates that through precise pre-training and localized optimization strategies, small models can perform comparable to large models in critical scenarios. We chose to proactively publish our evaluation results in the hope of promoting a more transparent, trustworthy, and verifiable industry, giving companies a clearer basis and greater confidence when adopting AI."
With 24 billion parameters, ACE-1 ranks among the top five globally, demonstrating its high efficiency with a small model.
In recent years, leading international large-scale language models such as Anthropic, Gemini, and ChatGPT have demonstrated remarkable capabilities, leaving a deep impression in areas ranging from writing and translation to answering questions. However, when questions involve Taiwan's systems, educational content, legal regulations, or socio-cultural context, the models may sometimes "answer very well, but may not be suitable for Taiwan." This AIEC evaluation focuses on three indicators highly relevant to Taiwan: "Taiwanese Values," "High School Chinese Language Test," and "High School Social Studies Test," examining the practical application capabilities of current AI models in Traditional Chinese comprehension, Taiwanese local knowledge, and socio-cultural context.
The evaluation results show that ACE-1 achieved a perfect score of 100% in the "Taiwanese Values" indicator, ranking first among all domestic and international models. With a total score of 255.35%, it ranked fifth globally, second only to several large international models with trillions of parameters. Notably, ACE-1's ranking in the top five with only 24 billion parameters, and being the smallest model in the top ten, highlights its technological advantages in model optimization and training efficiency. The AIEC language model evaluation mainly includes accuracy, reliability, fairness, privacy, and security. These test results allow developers to identify areas for model improvement, and provide businesses and users with more concrete references when selecting AI products.
APMIC's Traditional Chinese language model ACE-1 achieved a perfect score in the "Taiwanese Values" index of the AIEC language model evaluation, ranking first in the world.
APMIC helps Taiwan promote the development of sovereign AI and create a trustworthy governance environment.
At the technology and application level, APMIC has long invested in building enterprise-level autonomous AI infrastructure. It uses the NVIDIA DGX Blackwell series for model pre-training, enhancing its understanding of Traditional Chinese context and Taiwanese local knowledge. Through model compression and NVIDIA 4-bit floating-point (NVFP4) precision optimization, it significantly improves inference efficiency and edge computing capabilities, enabling higher real-time processing performance in the Agent workflow. Simultaneously, the small model architecture helps reduce the computing power and costs required for enterprise deployment, increasing the feasibility of AI implementation. Currently, ACE-1 has been successively adopted by public sector units such as the Investigation Bureau of the Ministry of Justice, the Cybersecurity Agency of the Ministry of Digital Development, and the Industrial Technology Research Institute (ITRI), demonstrating its practical application value in high-security and high-trust environments.
As generative AI continues to penetrate into the financial, governmental, and critical infrastructure sectors, sovereign AI has become a key development direction of global concern. APMIC will continue to deepen its model capabilities and integrate local data, and actively participate in third-party evaluation mechanisms to promote a more transparent and verifiable AI development environment for the industry. This will help companies accelerate the implementation of AI applications while balancing efficiency, security, and governance, and build a globally competitive AI ecosystem in Taiwan.
